What is the ruling on shaping eyebrows with oxygen and defining them with bleaching (tasqir)?

It is forbidden to pluck eyebrows or thin them by any means, according to the Hadith: "May Allah curse the women who tattoo and those who have themselves tattooed, and the women who pluck eyebrows and those who have them plucked, and the women who separate their teeth for beauty, altering the creation of Allah." However, there is no religious impediment to bleaching eyebrows, as no prohibition has been reported concerning it.
