Is zakat obligatory on an amount of (100,000) Saudi Riyals borrowed from a usurious bank due to dire need, and a year has passed without achieving its intended purpose, and is it permissible to benefit from it?

It is not permissible to borrow from a bank or any other entity with interest, even out of necessity; because every loan that draws a benefit is usury (riba). Whoever has borrowed with usury must repent to Allah, and he is only obligated to return the original loan without the increase. If he is compelled to pay the increase, there is no sin upon him, and the sin is on the one who compels him. Furthermore, zakat must be paid on the borrowed money if it reaches the nisab (threshold) and a complete year has passed over it.
