Are the last two verses of Surat At-Tawbah Makkan, revealed before the Hijrah, or after the Hijrah in Makkah?

The Quranic surahs (chapters) were not revealed all at once, except for a few. Rather, the verses were revealed separately at different times, and the Prophet, peace and blessings be upon him, would command that they be placed in the designated surah (definition). The arrangement of the verses is by divine command (tawqifi) according to scholarly consensus. Gabriel, peace be upon him, used to guide the Prophet, peace and blessings be upon him, to the place of the verses within the surah.

The two verses in question are: (لقد جاءكم رسول من أنفسكم...) "There has certainly come to you a Messenger from among yourselves..." Most exegetes hold that they are Medinan, while some mention that they are Meccan. It has been reported that they were the last verses to be revealed from the Quran. Whatever the case, their placement in the surah after Medinan verses poses no problem, because the arrangement is by divine command.
