Is it permissible to sell to bakeries flour of which rats have eaten a portion, and does this constitute deception and exposure of people's health to danger?

The leftover food from a mouse's eating is pure (ṭāhir) and does not become impure (najis). The madhhab (definition) of the Shafi'is and others is that the leftover food of all animals is pure and not disliked (makrooh), except for that of a dog and a pig. However, if it is established, through the information provided by medical experts, that consuming these materials is harmful due to what contaminates them from the mouse's urine and droppings, then it is not permissible to sell them, based on the Prophet's (peace be upon him) saying: "There should be no harm nor reciprocating harm." But if no harm is proven, yet it causes people to be repelled and decreases the price, then it is obligatory to disclose this to anyone who intends to purchase it, based on the Prophet's (peace be upon him) saying: "Religion is sincerity (or counsel)," and not disclosing is deception and fraud, and the Prophet (peace be upon him) said: "Whoever cheats is not one of us."
