What is the ruling on photographing traffic accidents to preserve the rights of citizens, if some individuals appear in the picture?

Photographing accidents is permissible out of need or necessity, and the inclusion of individuals not involved in the accident within the photographs does no harm. However, keeping photographic images without necessity is prohibited.
