Is praying at home out of fear of meeting people considered a sin?

The obligatory prayer is a duty upon the able-bodied man who hears the call to prayer (adhan) in the mosque. It is not permissible for him to perform it at home, according to the preponderant opinion of scholars. What the questioner mentioned is not an excuse for failing to attend the congregational prayer, unless he fears for himself or his property from an oppressor.
