Has the Zakat on wealth for that year (1433 AH) lapsed, or must it be made up, and is it permissible to pay a portion of the Zakat on wealth to cover the rent of my family's house?

It is not permissible for a child to pay the zakat from his wealth to his poor father if the father's maintenance is obligatory upon the child and the child is capable of providing it. This is because doing so would relieve the child of his obligation to provide maintenance, thereby benefiting him from the zakat. However, if the child is unable to provide maintenance for his poor father, it is permissible for him to pay his zakat to him. This is a strong opinion held by Sheikh Al-Islam Ibn Taymiyyah. Therefore, if you previously paid zakat to your father due to your inability to provide for his maintenance, we hope that it will suffice. Otherwise, you must pay an equivalent amount in lieu of the zakat.
