Does the curse apply to everyone who commits a sin in the sanctuary of Medina, whether minor or major?

The explanation of the Hadith: "Madinah is a sanctuary from Ayr to Thawr. So whoever innovates therein an innovation or shelters an innovator, upon him is the curse of Allah, the angels, and all of mankind. Neither an obligatory act nor a voluntary act will be accepted from him on the Day of Resurrection." The meaning of "innovating" (ihdath) here does not refer to all sins, but is specific to two types: innovating heresies (bid'ah) and instigating discord (fitna) among Muslims. Thus, whoever innovates a heresy therein or instigates discord deserves the curse of Allah, the angels, and all of mankind. As for whoever commits a sin in Madinah, his sin is greater, but he does not deserve the curse mentioned in the Hadith.
