Taking a commission for transferring money is permissible, as it is a fee for the transfer and not usury. Transfers in which amounts are transferred in the same currency are permissible for an actual fee, and this is an agency for a fee. However, if the currency is different, the operation consists of exchange and transfer, and the exchange takes place before the transfer. There is no harm in dealing with usurious banks when necessary to obtain money.
