Is it permissible to swear falsely to obtain inheritance money from the regime in Syria?

If the right to inheritance will be lost and the money will go to those who are not entitled to it, and there is no way to obtain the right except through the aforementioned lying and stratagem, then there is no harm in that. Ibn al-Qayyim mentioned in Zad al-Ma'ad that lying is permissible if it is to reach the truth and does not involve harm to others.
