Ibn Kathir mentioned this narration when interpreting the verse: "And it was said, 'O earth, swallow your water, and O sky, withhold [your rain].' And the water subsided, and the matter was accomplished, and it settled on [Mount] Al-Judi. And it was said, 'Away with the wrongdoing people!'" [Hud:44]. This matter is merely a historical event that does not entail any ruling, nor should it be acted upon due to the absence of a legislative aspect in it. Had it been good, the Prophet, peace and blessings be upon him, would have done it.
