What is the ruling on evading payment of half the legally permitted train fare due to the impossibility of obtaining a permit?

It is not permissible to evade paying the cost of a train journey, as this involves unlawfully consuming people's wealth, especially if the institution is publicly funded. The Prophet, peace and blessings be upon him, warned against taking public funds without right. Whoever takes money without a rightful claim is like one who eats but is never satisfied, and that money will be a witness against him on the Day of Resurrection. The stubbornness of officials regarding issuing an exemption permit does not justify evasion.
