Is a person held accountable if he laughs or smiles gloatingly at someone else?

Rejoicing at a Muslim's misfortune is forbidden. Anyone who sees a Muslim gloating over his brother's misfortune should forbid him from this evil and not approve of it by laughing or smiling. Whoever condones this act or remains silent about condemning it despite being able to do so is sinful.
