What is the ruling on one who laughed at a person out of forgetfulness, and does he owe anything regarding the rights of people?

Blameworthy laughter is that which involves gloating over a Muslim or ridiculing them, as in theith of Aisha, may Allah be pleased with her, when some young men from Quraysh laughed at one of them falling. She advised them not to laugh. Al-Qadi Iyad and Al-Nawawi clarified that this laughter is not desirable because it involves gloating over a Muslim and breaking their heart, unless it is an uncontrollable urge that cannot be resisted.
