Is shortening some of the head hair and leaving other parts noticeably longer, such as shortening the sides and leaving the front hair longer, considered Al-Qaza', even if it's not shaving?

Al-Qaza‘ is the shaving of part of the head's hair while leaving other parts. However, shortening some hair, like the sides, while leaving the middle, does not fall under its definition. Nevertheless, if the shortening is excessive, it is prohibited because it resembles Al-Qaza‘. And its being a characteristic of disbelievers and transgressors necessitates not imitating them. Sheikh Abdurrahman Al-Barrak mentioned that this act resembles Al-Qaza‘, even if it is not explicitly Al-Qaza‘, and that it is a form of imitating disbelievers.
