It is permissible to cooperate with a colleague who owns a contracting company to bid on tenders for the company where the questioner works, provided that the assistance is outside official working hours, that the company allows it, and that there is no cheating or deception, and that no company secrets or competitors' prices are disclosed. If these conditions are met, it is permissible to take a fee for the cooperation. However, if the company does not allow it, or if it involves dereliction of duty or exploitation of the position, then cooperation is not permissible.
