The area between a woman's chin and her neck is considered 'awrah (private, a part that must be covered). It is obligatory to cover it, and it is not permissible to look at it, even without lust. If one's gaze unintentionally falls upon 'awrah, they must immediately avert their gaze. Lowering one's gaze protects the private parts and rectifies the heart.
