What is the ruling on passing the Miqat without consecrating for Hajj/Umrah (Ihram)?

Entering into ihram from the miqat is an obligation among the obligations of Hajj and Umrah. Therefore, whoever passes beyond it without entering into ihram, while intending one of the two rituals, must return to it to enter into ihram from there. If they do not do so, they owe a fidyah: sacrificing a sheep in Makkah and distributing it among the poor there. However, if one passes beyond it while not intending Hajj or Umrah, then there is nothing upon them, whether the duration of their absence from Makkah is long or short.
