Is a fidyah required for someone from Makkah who passes the Miqat without entering into a state of ihram?

There is no harm in passing the Miqat (definition) without entering into a state of Ihram (definition) for someone who does not intend to perform Hajj or Umrah (definition) when passing through it, and then intends to enter into Ihram from their home. This is based on the Prophet's (peace be upon him) statement regarding the Miqats: "(These Miqats) are for them (the people of those places) and for those who come upon them from other than their people, intending Hajj and Umrah. And whoever is less than that (i.e., inside the Miqat boundaries), then from where they originate (their journey), even the people of Makkah (should enter Ihram) from Makkah." This includes someone who leaves Makkah and then returns to it without intending to perform a ritual (Hajj or Umrah) upon their departure.
