Does a fidyah become obligatory for someone who intended Umrah from Al-Baha and passed through the Miqat of Wadi Mahram without entering into a state of ihram, then entered into a state of ihram from the Miqat of the people of Madinah after visiting Madinah?

If a person intending Hajj or 'Umrah passes the Miqat without entering into a state of Ihram, it is obligatory for him to return to the Miqat to assume Ihram from there. Otherwise, a compensatory sacrifice (dam) becomes incumbent upon him, in addition to being sinful, unless there is a valid excuse. In the latter case, he should assume Ihram from his current location, and a dam is still required. As for someone who reaches the Miqat not intending 'Umrah or Hajj, but rather heading towards Medina, Ihram is not obligatory upon him, nor is a dam. However, it is preferable for him to assume Ihram to avoid the scholarly difference of opinion.
