If Satan is chained during Ramadan, is it still necessary to say "A'udhu Billahi min ash-Shaytanir Rajim" (I seek refuge in Allah from the accursed Satan) when reciting the Qur'an or when obsessive thoughts occur?

A Muslim must continue to seek refuge in Allah from the accursed Shaitan during Ramadan (definition) in the prescribed instances, such as when reciting the Qur'an and entering the lavatory. This is because the shackling of devils does not necessarily prevent their whispers entirely, and seeking refuge is an act of worship prescribed by religious law, from which Ramadan has not been exempted.
