What is the ruling on the permissibility of the face veil (niqab) for someone with severe myopia, and is there any harm in not removing it?

The preponderant opinion is that covering the face is obligatory, and the hijab is not complete without it. However, uncovering the eyes to the extent that a woman can see does not invalidate the hijab. Therefore, there is no harm in uncovering only the eyes, provided that kohl is not applied when going out.
