Is the money that the questioner pays to her married daughter, who has a low income, considered a charity (sadaqah), as is the money she pays to her mother, who is of moderate means?

The money a woman gives to her daughter and mother to help them is among the best forms of charity, for it combines charity, kinship, and filial piety. The sacred texts have indicated the virtue of giving charity to relatives, as the Prophet, peace and blessings be upon him, said: "Your spouse and your children are the most deserving of your charity," and his saying: "Charity given to the poor is a single charity, but given to a relative, it is two: charity and kinship."
