A pilgrim does not fast on the Day of Arafah if they are present in Arafah, based on the Hadith narrated by Abu Hurairah (may Allah be pleased with him): "He (the Prophet) forbade fasting on the Day of Arafah while in Arafah." As for those who are not pilgrims, fasting on this day expiates the sins of the year before it and the year after it, as indicated by the Hadith of Abu Qatadah: "Fasting on the Day of Arafah, I anticipate that Allah will expiate the sins of the year before it and the year after it." Thus, the first Hadith is specific, excluding those in Arafah from the general ruling of the second Hadith.
