What is the ruling on the Imam and the congregants raising their hands in supplication on Friday, and does this fall under the general meaning of the hadith: "Supplicate to Allah with the palms of your hands," or is it specific to certain situations?

It is disliked for the preacher to raise his hands in supplication during the sermon, except when praying for rain (Istisqa'), as the Prophet, peace and blessings be upon him, would only raise his index finger. As for the congregant, it is recommended for him to raise his hands in supplication, and some scholars have assimilated him to the Imam in the ruling on raising hands. Regarding the manner of raising hands in supplication, it should be with the palms of the hands when asking for something and seeking to obtain it, and with the backs of the hands when warding off an affliction, such as drought.
