Do the Imam and the congregants raise their hands when supplicating during the Friday sermon?

The Sunnah is that neither the preacher nor the congregants should raise their hands in supplication from the minbar on Friday. It suffices for the Imam to point with his index finger, as Muslim narrated from Ammara ibn Ruwaybah (may Allah be pleased with him) that Bishr ibn Marwan raised his hands on the minbar, whereupon Ammara said: "May Allah disfigure these two hands! I saw the Messenger of Allah (peace be upon him) doing no more than this with his hand," and he pointed with his index finger.

However, during a prayer for rain (Istisqa'), it is Sunnah for both the preacher and the congregants to raise their hands, following the example of the Prophet (peace be upon him). Indeed, Al-Bukhari and Muslim narrated from Anas ibn Malik (may Allah be pleased with him) that he said: "The people were afflicted by a drought during the time of the Prophet (peace be upon him). While the Prophet (peace be upon him) was delivering a sermon on a Friday, a Bedouin stood up and said: 'O Messenger of Allah, wealth has perished and children are hungry, so pray to Allah for us.' So he raised his hands."

Sheikh Ibn Baz (may Allah have mercy on him) issued a fatwa that raising hands is not legislated during the Friday sermon or the Eid sermon, neither for the Imam nor for the congregants, except during the Istisqa' (prayer for rain).
