Is it obligatory to raise the hands for supplication between the two Friday sermons while facing the Qiblah?

Raising the hands during supplication (du'a) is a Sunnah, not an obligation. This is the general rule, except in instances where the Prophet, peace and blessings be upon him, regularly supplicated, and it was not reported that he raised his hands, such as the supplication within the prayer and the Friday sermon, with the exception of the prayer for rain (Istisqa'). It is preferable for the congregant (ma'mum) to raise his hands if he supplicates between the two parts of the Friday sermon. Facing the Qiblah during supplication is not obligatory; rather, it is among the recommended manners of supplication.
