What is the ruling on a Muslim working in government departments in a non-Muslim country if the work prevents him from performing prayers and forces him to abandon them or to commit apostasy?

It is obligatory to emigrate from lands of disbelief to a Muslim country where one can practice their religion. Not emigrating is one of the major prohibitions, except for those who are incapable. Allah Almighty says: {Indeed, those whom the angels take [in death] while they are wronging themselves - the angels will say, "In what [condition] were you?" They will say, "We were oppressed in the land." They will say, "Was not the earth of Allah spacious enough for you to emigrate therein?" For those, their refuge will be Hell - and a wretched destination. Except for the oppressed among men, women and children who cannot devise a plan nor are they directed to a way. For those, Allah may well pardon them, and Allah is ever Pardoning and Forgiving}. If a person is incapable and compelled to work such that they find no food or clothing except through work that forces them to conceal their faith and abandon prayer openly, then they may work and conceal their faith and pray secretly. There is no sin upon them, even if it leads to delaying prayer beyond its time due to compulsion. Allah Almighty says: {Whoever disbelieves in Allah after his belief - except for one who is forced [to renounce his religion] while his heart is secure in faith}. However, if one is not compelled to work, then it is not permissible for them to work in such a situation.
