Is it permissible to propose marriage to a woman who has been divorced a first time before her waiting period (iddah) ends, and is it permissible to purchase a home in her name before the waiting period expires, on condition that the suitor will marry her thereafter?

The scholars have unanimously agreed on the impermissibility of explicitly proposing marriage to a woman in her 'iddah (waiting period) under any circumstances. However, it is permissible to allude to marriage for a woman in 'iddah, but only if she is not in a revocable divorce ('iddah of revocable talaq). This is because a woman in a revocable divorce is considered, in effect, still married. Therefore, if the woman in 'iddah is not in a revocable divorce, there is no harm in alluding to marriage with her, and this includes giving her gifts. However, if she is in a revocable divorce, it is not permissible to give her gifts or to write anything in her name, because she is considered, in effect, married. Alluding to marriage with her might corrupt her relationship with her husband, and "he is not of us who incites a woman against her husband."
