It is not permissible to explicitly propose marriage to a woman observing her 'iddah (waiting period), whether it is for widowhood, revocable divorce, or irrevocable divorce. However, it is permissible to implicitly propose marriage (ta'reedh) to a woman observing her 'iddah for widowhood or irrevocable divorce, provided that her divorce was not due to financial hardship (for the husband) or an 'ila' (vow of abstinence).
