The water used for ablution (wudu') is undoubtedly pure (tahir). The proof of its purity is that the Companions would vie for the ablution water of the Prophet, may Allah bless him and grant him peace. Also, the Prophet, may Allah bless him and grant him peace, performed ablution and poured some of his ablution water on Jabir. This water has the same rulings as all pure water, so it is permissible to drink it and use it for purposes other than drinking. Scholars differed on the permissibility of purifying oneself with it if it was used for an obligatory purification. The majority opinion is that it loses its purifying property, while others hold that it remains purifying.
