Is it permissible to throw something to people to give it to them when it is possible to hand it to them, and what are the regulations if that is not possible?

There is no evidence from the Quran or Sunnah that restricts or prohibits what was mentioned. It is better to respect people and appreciate their feelings, and to avoid everything that harms them.
