Is it permissible to authorize the Imam of the mosque to distribute the expiation for an oath (kaffarat al-yamin) to ten needy people, in the event that a sufficient number of needy people are not known?

It is permissible to delegate a trustworthy Imam who knows how to disburse the expiation (kaffara), and it is hoped that the obligation will be fulfilled thereby. It is better to feed the poor instead of paying money for the expiation, because paying the monetary value is a matter of scholarly disagreement. If someone swore multiple times and then broke their oaths before making expiation, they are only required to offer one expiation; this is the view of the Hanbalis.
