What is the discretionary punishment for a married man who practices masturbation while he is expatriated and far from his wife for long periods?

A "hadd" is a punishment precisely defined by Sharia, with no room for increase or decrease. "Ta'zeer," on the other hand, is a discretionary punishment determined by the ruler's judgment for offenses for which no hadd or expiation has been prescribed. Therefore, there is no specific, divinely ordained punishment for masturbation. Ta'zeer falls under the exclusive authority of the ruler or his deputy. It is not permissible for others to administer it, except for a husband disciplining his disobedient wife, or the guardian and teacher of a minor. As for ordinary individuals, their duty is to offer advice.
