If it is possible to achieve ritual purity and pray without urine exiting, then ablution (Wudu') is obligatory before prayer. If urine exits after performing ablution, then ablution must be repeated. However, if urine exits continuously and does not stop for a time sufficient to perform ablution and prayer, then ablution is obligatory for each prayer after its time has begun, and the exit of urine at that point does not cause harm.
