What is the ruling on selling packaged underwear that has pictures of immodestly dressed women on it, knowing that removing the pictures might suggest the goods are old, and blurring the faces is ineffective because the rest of the body remains semi-naked, and that the store is specialized in Islamic attire and particularly serves women who wear the niqab?

There is no objection to keeping pictures found on clothing wrappers, cartons, boxes, and similar items, which are not intended for themselves but are secondary to permissible goods. If it is possible to remove or obliterate them without difficulty, that is better. For what cannot be avoided and where the picture is not intended, it appears that the prohibition is lifted based on the legal maxim: "And [Allah] has not placed upon you in the religion any difficulty" (Quran 22:78), and 'hardship brings ease.' However, avoiding it is better. If it is possible to remove or obliterate the attached pictures, if they are small, or to cover them with external stickers, that is preferable.
