Is it permissible for Montenegrin Muslims to engage in political activity and participate in ministries, the army, police, parliaments, and elections? And is it permissible for a Muslim to be a judge in a country that does not rule by Allah's law?

It is the right of the people of every country to participate in the management of their affairs, and Muslims must adhere to their religion and identity. If this cannot be achieved except through participation, then it is a religious obligation, because that which is essential for the fulfillment of an obligation is itself an obligation. Islamic political governance (Al-Siyasa Al-Shar'iyya) is based on balancing benefits and harms; so, if the benefit of engaging in politics (such as preserving religion, life, wealth, and honor) outweighs the harm, or if it repels harm or lessens evil, then participation becomes obligatory. Similarly, assuming judicial roles and positions is subject to these rules: whoever takes on a position intending thereby to obey Allah and establish His religion and the interests of Muslims, will not be held accountable for what is beyond their capacity.
