What is the secret behind presenting "purification" (Al-Tazkiyah) first in Al-Baqarah 2:129 and delaying it in Al-Jumu'ah 62:2?

The first verse of Surat Al-Baqarah (129) mentioned recitation first, then teaching, then purification (tazkiyah). Ibn Ashour explained this order by stating that reciting the Quran is the first step in conveying the message, followed by teaching its meanings, and then purification is achieved by acting upon the guidance of the Quran.

As for the second verse of Surat Al-Jumu'ah (2), it began with recitation, then purification (tazkiyah), then teaching. Ibn Ashour justified this by saying that the first step in conveying the دعوت is to deliver the revelation, followed by purification from polytheism and evil deeds (tazkiyah), and then teaching the Book by clarifying its objectives and meanings.
