Is it not obligatory to perform Tahiyyat al-Masjid (greeting of the mosque) before the Maghrib prayer, based on the command of the Prophet, peace and blessings be upon him, regarding it, or is it merely recommended?

Scholars have differed on the ruling of Tahiyyat al-Masjid (greeting the mosque prayer), holding two views: The majority consider it to be mustahabb (recommended), adducing as proof that the Prophet, peace and blessings be upon him, did not command the one who stepped over people's necks on Friday to pray two rak'ahs.
