Does the sin of moving a paper with the foot, or leaving it after doubting that it contains the word of God (Allah) or a Quranic verse, reach the level of disbelief (kufr)—God forbid?

If it is difficult to remove these papers from the roads, then it is not obligatory to follow them, nor is there any sin upon whoever leaves them, nor is that considered disbelief. It is not required to burden oneself with what one cannot bear, such as tracking down and removing these numerous papers.
