Is it permissible to withdraw the price reduction on a commodity when the buyer has not paid for it, and has been procrastinating and evading despite his financial ability?

The deferred price upon which the sale was concluded becomes an obligation upon the buyer. If the seller waives a portion of it on condition that the buyer adheres to the payment schedule, then the seller's obligation to this waiver is contingent upon the buyer fulfilling the condition. If a wealthy buyer procrastinates in payment, he has acted wrongly and oppressively. The seller has the right to complain to the judge to compel him to pay and to punish him, based on the Prophet's (peace and blessings be upon him) sayings: "The procrastination of the wealthy is injustice," and "The delay of one who can afford it makes his honor and punishment permissible."
