The answer

The marriages of disbelievers are considered valid if they are sound according to their customs and traditions. What they believe to be a marriage, it is permissible to uphold it for them. What they do not believe to be a marriage, it is not permissible to uphold it. When admitting disbelievers, one should refer to the predominant situation. If safety is the predominant factor, then there is no harm in admitting them. However, if the absence of a marital bond is predominant, then one should only admit those about whom it is highly probable that there is a marital bond between them and their companions.
