If the recruitment of women necessitates their travel without a mahram, then it is not permissible; because it is assisting in sin, in accordance with the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." As for residency, a mahram is not a condition for it; rather, it must be in a safe place free from corruption, and their earnings are permissible if the work is lawful. If their recruitment in a lawful manner is not feasible, then one should seek to employ resident women within the same country.
