What is the ruling on the statement: "He knows that his financial situation does not allow him to have children, so why then does he have four or five children?!"?

The problem in the mentioned example is not the large number of family members, but rather the corruption of administration, poor management, faulty planning, and distorted priorities. If the one in charge had acted well, abandoned luxury, and directed attention to the upbringing of individuals, then the large number would have been a blessing. This applies to society and the state as well, for human power is fundamental, and the righteousness of individuals through knowledge and action builds society. The real defect lies in poor upbringing, corrupt morals, lost purpose, and absence of planning, all of which contradict Islam, which defines the correct purpose and beneficial means and arranges priorities wisely.
