What is the ruling on my work as an engineer in a contracting company, where I prepare blueprints, drawings, letters, reports, and calculations for projects, knowing that the surveyor measures the land before the completion of ordinary excavation to increase the calculated quantity for excavation with higher-priced equipment, even though my work relies on the files he sends me and I consider him responsible for the accuracy of the surveying measurements?

The reference for the ruling on the permissibility of forging documents to complete transactions is the reality of what is happening. If it involves deception of the competent authorities or a trick to seize the rights of others or oppress them, then it is not permissible, based on the Almighty's saying: "And do not cooperate in sin and aggression."

If you know of deception or fraud in the statements, it is not permissible for you to print or prepare them. As for what you are ignorant of its state, there is no harm in preparing it, and you are not obliged to investigate it.

The Prophet, peace be upon him, laid down two great rules for dealing with doubtful matters: The first is his saying: "Indeed, the lawful is clear, and the unlawful is clear, and between them are doubtful matters that many people do not know. So whoever avoids doubtful matters has cleared himself for his religion and honor. And whoever falls into doubtful matters has fallen into the unlawful." The second is his saying: "Consult your heart. Righteousness is that with which the soul is at ease and the heart is at ease. And sin is that which wavers in the heart and causes uneasiness in the chest, even if people give you a fatwa and tell you otherwise."
