Why did Allah Almighty create people with intellectual disabilities?

Among the fundamentals of religion is belief in Allah's wisdom in His creation and command. He does not create in vain, nor does He legislate anything devoid of benefit. His wisdom necessitated the creation of opposites, such as angels and devils, good and evil, and the varying degrees of people, so that the grateful may be distinguished from the ungrateful. Allah Almighty says: (Indeed, We created man from a mixed sperm-drop to test him; so We made him hearing and seeing... Indeed, We guided him to the way, whether grateful or ungrateful), and (He who created death and life to test you, which of you is best in deed). The believer must thank Allah for His blessings and submit to His wisdom in what he is unable to comprehend.
