Must I repeat the expiations that I paid in cash to ten needy people without specifying their use for food or clothing, given that I did so based on a fatwa from Dar Al-Ifta which permitted paying them in cash?

Scholars have differed on the issue of giving monetary compensation instead of manumitting a slave, clothing, or feeding the poor as expiation. The majority of them hold that it is not permissible, while others hold that it is permissible, and this is the preferred view. Therefore, your expiation is valid. Whoever seeks a fatwa from trustworthy scholars should not pay attention to anything that contradicts it, for there is latitude in the اختلاف (difference of opinion) among scholars, as Sheikh al-Islam Ibn Taymiyyah said: "A judge is not to overturn the ruling of another in such matters, nor is it for a scholar or a mufti to oblige people to follow him..." Such matters of ijtihad (independent reasoning) are not to be condemned by force, and no one has the right to oblige people to follow him in them. Rather, they should be discussed with scholarly arguments, and there is no blame on whoever follows a particular opinion.
