Relieving a Muslim's distress is one of the greatest acts of nearness to Allah. However, a Muslim's travel to non-Islamic countries is conditioned upon their ability to observe the rituals of their religion and to be safe from falling into prohibitions. If it is highly probable that your son-in-law will not be able to do so, then it is not permissible for you to financially assist him with this travel, because that would not be relieving distress; rather, it would be cooperation in sin and aggression. We advise trying to convince him to abandon this journey and clarifying its dangers, and calling him to rely on Allah and to pursue lawful means of sustenance.
