What is the ruling on rebelling against rulers appointed by the Imam if they commit blatant disbelief and do not establish prayer in their states or institutions?

Rebelling against rulers is called بغي (unlawful rebellion). It is a condition that the ruler be Muslim in order to execute the حد (prescribed punishment) on an apostate among government employees. It is not permissible for the ruler to initially appoint a non-believer to a position of authority. It is obligatory for individuals to inform the Muslim ruler about an apostate among government employees.
