What is the ruling on revolting against an unjust ruler if it leads to harm for Muslims?

Verse 59 of Surah An-Nisa mandates obedience to those in authority (rulers and scholars) in matters of good. The noble Sunnah of the Prophet emphasizes this obligation. However, if they command disobedience, there is no obedience to them in that. Nevertheless, it is not permissible to rebel against them, unless the Muslims witness blatant disbelief on their part for which they have clear proof, and they possess the ability to remove it without causing greater corruption. This is because rebellion against a ruler causes significant corruption and disruption of security, and the Islamic principle is that evil should not be removed by something that is worse than it.
